On February 27, in Hanoi, Electricity of Vietnam (EVN) held the seminar “Promoting the development of rooftop solar power in Vietnam”. In the seminar, EVN also had three proposals on developing rooftop solar power projects in provinces and cities with potentials for solar radiation.
According to EVN, given the context that the power system is experiencing challenges on ensuring electricity supply, especially after 2020 when there is no new exploitation source in the whole country, the development of solar energy projects including Rooftop solar power is likely to be one of the solutions to reduce pressure on the electricity industry.
With the goal of developing solar power to 1GWp by 2020, the Prime Minister issued Decision No. 2068/QD-TTg dated November 25, 2015 approving Vietnam’s renewable energy development strategy to 2030, vision to 2050 and Decision No. 11/2017/QD-TTg dated 11/4/2017 on the mechanism to encourage the development of solar power projects in Vietnam (Decision 11); The Ministry of Industry and Trade issued Circular 16/2017/TT-BCT dated September 12, 2017 on project development and sample power purchase agreement applicable to solar power projects (Circular 16).
In addition, to remove obstacles for rooftop solar power on tax issues, electricity clearing, payment methods etc., on January 8, 2019, the Prime Minister issued Decision No. 02/2019 /QD-TTg amending and supplementing some articles of Decision 11. Currently, the Ministry of Industry and Trade has sent a draft Circular amending and supplementing Circular 16 to consult ministries and branches. These policies have given many incentives for the solar power market in Vietnam.
The seminar “Promoting the development of rooftop solar power in Vietnam” is one of the important activities of EVN in business, in order to popularize and deploy mechanisms and policies to encourage investment in construction, development of solar power projects in Vietnam in general and rooftop solar power in particular; exchange, share and update technology, techniques and solutions to develop rooftop solar power for customers from government agencies to corporates and households.
In the seminar, At the Workshop, discussions and presentations focus on the following main issues:
1/ Mechanisms and policies on developing rooftop solar power in Vietnam;
2/ Procedures for connection and signing of rooftop solar power purchase agreements of EVN;
3/ Technical standards, connection agreements and signing of grid-connected rooftop solar power agreements;
4/ Strategies and master plan for rooftop solar power development, business model in Vietnam;
5/ Implementation and solutions on developing rooftop solar power in Vietnam;
6/ Potentials and business models, developing rooftop solar power in the world and Vietnam;
In the seminar, EVN also had three proposals on developing rooftop solar power projects in provinces and cities with potentials for solar radiation:
Firstly, the Government considers policies supporting households with a certain amount of investment funds in installing rooftop solar power; there is a mechanism for investors (third party) to join the investment activities.
Secondly, the Ministry of Industry and Trade soon issue a Circular amending Circular 16 so that EVN and electricity companies can sign official agreements and settle electricity bills to customers; develop technical standards for rooftop solar power to ensure quality, safety and efficiency for customers as well as the grid system; advise the Prime Minister delivering the mechanism to encourage the development of solar power in general and rooftop solar power in particular after June 30, 2019.
Thirdly, sponsors, banks, investors, manufacturers, international and local organizations actively participate in the solar power market in Vietnam, providing solutions and attractive service packages to encourage customers to invest and use rooftop solar power.
