The Ministry of Industry and Trade (MOIT) is seeking public feedback on a draft decision by the Prime Minister regarding policies to support households in installing self-consumed rooftop solar power systems with energy storage.
According to the draft, households installing rooftop solar systems will receive both financial and technical support, with various specific incentives.
Up to VND 2.5 Million in Financial Support
In terms of financial aid, the MOIT proposes a subsidy of up to VND 500,000 per kWp of the total rated capacity of solar panels, capped at VND 2.5 million per household.
In addition to the direct subsidy, households will be eligible for interest support on commercial loans for system installation. Specifically, the applied interest rate will follow the short-term VND lending rate stipulated in Clause 2, Article 13 of Circular No. 39/2016 issued by the State Bank of Vietnam. The interest support period is capped at three years from the loan disbursement date.
The maximum loan amount eligible for interest support is VND 7 million per kWp, not exceeding VND 35 million per household.
Funding for these support policies will be allocated from the local government’s development investment budget. Each year, the Provincial People’s Committee will submit the proposed support levels to the Provincial People’s Council for approval, ensuring alignment with local budget capabilities and investment needs.

Technical Support for Investment and Operation
Household rooftop solar systems will also receive technical support upon request from the homeowner.
Within five working days of receiving a request, the local electricity utility must provide guidance on technical requirements such as grid connection, control, monitoring, protection, and installation practices to ensure electrical safety.
If the household wishes to sell excess electricity to the grid, the utility will cooperate in installing or replacing bi-directional meters appropriate to the connection capacity, and guide the procedures for signing power purchase agreements in accordance with regulations.
The local commune-level People’s Committee will also assist households with safety-compliant structural design, fire prevention, and firefighting solutions based on the specific housing conditions.
Eligibility for Support
To qualify for support, households must complete investment, installation, grid connection, acceptance testing, and commissioning of the rooftop solar system in compliance with legal regulations. A financial support request form must also be submitted to the local commune-level authority where the system is installed.
Furthermore, households must comply fully with regulations on fire prevention, electrical safety, and environmental protection. All financial support must be used strictly for its intended purpose.
The draft policy stipulates that support will be applicable to rooftop solar systems that fulfill all requirements under Government Decree 58/2025 before January 1, 2031.
Toward a Solar-Powered Future
According to the updated Power Development Plan VIII, Vietnam aims for 50% of office buildings and 50% of households to use self-produced, self-consumed rooftop solar energy by 2030.
To date, approximately 103,000 rooftop solar projects have been implemented nationwide, with a total installed capacity exceeding 9,500 MW.
