Ho Chi Minh City will install solar power on the roofs of the offices in September

It is expected that in September 2023, Ho Chi Minh City will install solar power systems on offices’ roofs of public state administrative agencies.

The information was stated by Ms. Nguyen Thi Kim Ngoc, Deputy Director of Ho Chi Minh City Department of Industry and Trade, in the program “People ask – Government answers” with the topic “Mechanism and specific policies for the development of Ho Chi Minh City: responsibility – action” on 6th August morning.

Delegates questioned when Ho Chi Minh City would install solar power systems on the roofs of state administrative offices according to the mechanism in Resolution 98 on piloting specific policies for the development of Ho Chi Minh City.

On the other hand, delegates also questioned whether the city had anticipated the harmful effects of using the solar power system and whether local authorities were concerned about safety when installing solar power systems.

Regarding this, Ms. Nguyen Thi Kim Ngoc said that the Department of Industry and Trade was assigned to coordinate with other departments to develop a plan on using the roofs as public property to install solar power systems. The Department is gradually completing the documents to submit to the City People’s Committee in August 2023 and installing the solar power system in September 2023.

Given the impacts of the solar power system, Ms. Ngoc said that the problem mainly lies in wasted batteries, which are now on the list of products that require manufacturers and importers to collect and recycle so as not to affect the environment.

The relevant agencies are also responsible for environmental safety, fire prevention and electricity, as well as aesthetics, architectural design stated in the planning.

The report submitted to the National Assembly when discussing Resolution 98 stated that the City People’s Committee decided on using the roofs, ensuring technical conditions of the headquarters of administrative and public affairs that are considered public property in the city to install solar power system, supplying electricity for the actitivites of the offices.

The installation of the solar power system needs meeting requirements of electrical safety, fire prevention; construction works, in accordance with the aesthetics, architecture and environment as prescribed by law.

According to Ms. Ngoc, the management and installation of solar power systems for households, individuals and businesses in the city has been implemented in accordance with Decision 13 by the Prime Minister and Circular No.18 in 2020 by the Ministry of Industry and Trade.

Specifically, households, individuals and businesses register for connection with the electricity industry with information including installation location, capacity, power transmission lines, and expected connection points. The electricity industry gave ideas on the ability to connect and transmit the capacity of the rooftop solar power system as a basis for the two parties to sign the connection agreement.

After the installation is completed in accordance with the agreement, households, individuals and businesses send documents to the electricity industry for technical inspection, signing of power purchase agreement, acceptance and put into operation.

The electricity industry is also responsible for inspecting the operation of rooftop solar power systems in accordance with the law. In case of violations, they have to suspend the connection to the power systems and report to the Ministry of Industry and Trade for administrative fines according to current regulations.

Recently, the Ministry of Industry and Trade along with a group of leaders inspected the installation of solar power in Ho Chi Minh City and detected no violations.
